Does anyone know if any cougar/ t bird comes with manual windows not power?

The very basic models had manual windows. Because T-Birds and Cougars were upscale cars in their days, manual windows are fairly rare, and the few that were made were more common in 83-86 than in 87-88. I had an '85 with manual windows.

Also, because these cars were made back when you could actually order what you want in a car (instead of nowadays, when everything is in packages) there were some strange option combinations - Turbo Coupes with crank-'em windows, cars with power mirrors but manual windows, cars with power windows and mirrors but no power locks (my old '88 5.0 Cougar was like this), and so on.
