Bad Pump?

Well I got my H.O. swap done and running and while i still have some issues to iron out i am still able to drive it. However I dont have any power steering so it is not very pleasant to drive. I have put fluid in the pump but it doesnt make the usual whine of a power steering pump with low fluid. How hard is it to swap the pump? Is this one of the ford pumps that you have to pull the pulley off to get the pump bolts out? Thanks for the help

Yep, you need a special puller that grabs the pulley and pulls it off, likewise it needs to be pressed back on. As a sidebar, where is warren in relation to york city which is where im from?

thanks for the help, I am not sure where York city is but Warren is about 40 miles southeast of Erie, PA and about 7 miles south of the New york state line.
