Removing front bumper - Legal?

Does removing Front bumper is legal?
I heard bumper has nothing to do with safety.... its only an esthetic matter... what do you think?

My car will need to be inspected before being able to put it on the road anyway... the Q. is : Will it pass....

In other words, i'd like to do this with my front end... :

I'd say the bumper has everything to do with safety.  Without a bumper, I doubt you'll be able to pass inspection.  I'd leave it on and maybe figure on a way to smooth it into the car.  Which car are we talking about?

I would leave it alone till after inspection then do the modification. what they dont know wont hurt them :D

It will be impossible to fit without cutting some extremity.
I'm already in the body job.... So that's why i asked...

Edit :
What if I decide to leave the structure intact but cut part of the bumper that i dont need, weld some plates and fill with Metal mastic? Is that sound a better idea?

Yeah... I just realized you were talking about a big old bird.  Safety probably won't be a big deal, realistically, but those inspectors will probably have to see a bumper on the car.

Actually, I'd doubt that you need a bumper on a '67. Bumper regulations didn't take effect until 1974, so your car should be exempt. Besides, the inspector probably wouldn't know any different if you made it pretty like the red one above. That actually wouldn't look a whole lot different than a '69 GTO (except the GTO's grille is split in two):

I don't see where it would be that big of a deal. You could get ahold of the mva or whoever and ask.
