I remember seeing it before, someone converted it so it would run on both land and in the air.  Pretty sure it was just a novelty thing but as far as I know it was fully functional. Would probably be tough to drive on the road because of the wings.

Now if the wings folded up vertically, that'd be a different story. That would probably create some massive blind spots.
