Please help, No turning signals!

I have a 1990 Cougar LS, and the turning signals where working fine, but then they started to work less and less times, until now they don't work at all. I tried chainging the fuzes and the turn lever, but there no change. I think it might be the "swich relay"? but I'm not shure. Please help, because I need to pass inspection. :confused:

Maybe the turn signal flasher? Are they lighting up but not flashing, or not coming on at all?

They are not comming on at all, inside and outside, and there is no click either.
