Headlight adjusting screw? Does it exist

My driver side headlamp is facing way low compared to the passenger, is there a screw or something to adjust the inside of the housing? Or did the previous owner put the bulb in half way..

Also I'm thinking about upgrading to SilverStar-Ultras, good idea?

Adjustments are made from the backside.  You should see, what appear to be hex tipped screws sticking out behind the headlamp assemblies. One of them is the horizontal adjuster and the other the vertical. I'll try to get you a pic in the morning, which should help you out.  I adjust mine with a 1/4 drive socket wrench, but I can't recall the size of the socket at the moment.
