Clutch Engagement Pedal Height Problem

My clutch disengages when depressing the pedal only about 2-3" on my '87 TC and hate it:mad:. I tried a new clutch assy. and got the same thing so I've pulled the trans. out and wondering if it's because someone put an 1/8" washer under the clutch fork pivot ball, or is supposed to be there? :dunno:
Any advice to correct this condition would be greatly appreciated.

The shim is because the flywheel was CUT. It wont change the way the clutch operates to any extent. Hydraulic clutches are not adjustable.
