That weird cracking/rotting is the horn ring, and it looks like it's about to fall apart. When it does, the horn will start blowing whenever it feels like it (any time of day) and the cruise will act up. I had one come apart on me, and did not know it until the horn started blowing in the middle of the night. The wheel itself might be perfectly OK, but that horn ring definitely needs to be replaced. It's easy enough to replace (only a few screws) but may be hard to find one uncracked.*EDIT* Nevermind, I noticed that you said "has no horn ring". Move along folks, nothing to see here...
