just swap the t/b back. be sure to use new gaskets though.

I only have one gasket on the whole thing, used high temp silicone on the rest. EGR is port matched to the 65mm tb so if i swaped one the both gotta go. I gotta tinker more... story of my life

I think I'd try swapping them back one at a time to see if the problem is corrected. If so, then put the replacements back one at a time to see which is the cause.

you might have thought of that already

Post a few DETAILED HI-RES pics of the Explorer TB hooked up to your setup, please. 

FWIW I'd leave it.  Why?

Get a vacuum guage and check this out:  http://sbftech.com/index.php/topic,3020.0.html

Before you even do that, disconnect the EVP sensor and EGR vacuum line(and plug/cap the line).  What happens?

it idles soild 1350-1400 in park....

EVP?? Ill try that and see what it does.

I swaped the throttle arm, welded the new one on, rotated the vacuum port, and cleaned it out.

You swapped some stuff around.....Might have pinched a gasket/seal or cracked a vacuum line.  You need to diagnose the situation.

or you can spray carb cleaner around the gaskets, and see if the idle changes.

If you find no vacuum leaks:

1. Use a gasket between the TB and EGR spacer as well as the EGR spacer and Manifold. It will leak either air or coolant into the intake track.

2. Is the gasket between the IAC and TB good?

3. Rest the idle with the screw under the throttle body. Check the voltage at the TPS. As long as it's above .5 volts with the throttle closed and above 3.5 volts at WOT you're fine. Then disconnect the negative battery cable for at least 15 minutes to reset the computer. Start car and let it relearn the idle.

Your car should be fine with just a 65mm TB. Before I swapped to MAF I ran my combo on a '89 Mark VII LSC SD computer with virtually no problems.
88 Thunderbird LX: 306, Edelbrock Performer heads, Comp 266HR cam, Edelbrock Performer RPM intake, bunch of other stuff.

freaky
i fixed the dash ground so now my gauges work with the lights on
idle is perfect now, and turns out my gas gauge read over half a tank ABOVE what was in it... I had a little over a half, turns out i had a 1/8 left.....

the ground wire DID for about 3 times i started and ran the car
now the idle is back up, but sometimes goes down to 850-900 in park
and my rear end is coming apart..... time for switching...
