Starter problems

Hi, I've got problems with the starter. It sometimes doesn't work or it forgets to return to default position, so I decided to put it away from the car and clean it. But it's impossible to unlock the top screw (+ there is too little space). I've tried WD40 and a lot types of tools with no result.

So I have 2 questions:
Is it necessary to put away the starter if I want to clean it?
If it is, how to unlock that screw?

Only thinks I don't have are the pneumatic tools.
