It's the other way around. A buyer can leave negative feedback for sellers (for any reason they see fit - I've heard of such reasons as the seller used packing peanuts and the buyer had an irrational fear of packing peanuts - it was posted on the eBay forum) but sellers can no longer leave feedback for buyers. It's one of the big nails in eBay's coffin.

I have had ebay sellers do the same to me....  They offered me a refund, or to pay the difference.  I went for the refund.  I hope t he buyer is not a dick....

It is more and more common.  Just be straigh with the buyer and all will work out.

I never lose on shipping - I weigh and calculate shipping before I list, then add 1-2 lbs to the weight as a buffer.

I was going to ship some wheels UPS a while back. DHL shipping was HALF per wheel and they have an internet discount unlike UPS. No more UPS for me - they are a rip-off.

I would offer the refund or allow him to pay the actuall shipping as you did. When I sell on ebay I always put shipping as based on your zip. In my case I am self employed so I can go when I feel like it to get shipping quotes which can be a pain.
