I have highlighted it in red and I am wondering if I need it for My Carb Setup, or if it is just some TBI ?

Looks like the cruise control cable.

Cruis control cable. I didnt use mine, so it's taken out. I *belive* you can use it with the carb

Indeed, I can 'third' that as the cruise control cable. I'm not sure what runs the 'electronics' side of it but I have heard of people using it with a carb. I know my '84 LTD was factory carbed and had working cruise control... it also had a lot of extra wires for a carb-controlled car.

Could Somone Please tell me what this is?

yep, it is the snooze control cable. if the cruise doesnt work you can eliminate it.

yep cruise control does not work. It's gone. Thanks!
