Here's a closeup, sure looks like a carb.

It does look like a carb. I didn't know the turbo would work right with the carb?

Maybe he doesn't have the turbo hooked up to the intake????

Yea, except the throttle body is up by the intercooler, not down on the manifold. :)

thus the reason it sets it prolly doesnt run!
