Garrett T3 Issues

I recently installed a T3 on my '87 Turbo Coupe.  Initially I had problems with the turbo spooling up to about 6lbs and then completely dropping off.  Posters here confirmed my suspicions that my wastegate probably had a hole in the diaphram.  So I bought a brand new Turbonetics wastegate and behold, 18lbs!  Since then I replaced my head gasket.  Right after I had everything together again, I was going easy on the car to make sure the gasket got seated, etc., but once on the highway I spooled it up to about 15lbs passing a semi.  So I think everythings fine, right?  Wrong.  Now that it's ready to go, the turbo's acting up again.  It spools up to 6lbs and then completely drops off.  When the boost goes down to zero the RPMs barely rise even when I floor it.  If I lift and then get into it again, it spools up again, and drops off at 6lbs again.  I would think if the diaphram was damgaged, it would atleast hold at a certain psi, not completely lose power.  Am I way off here?  I hear alot of air moving while it's spooling which makes me think vacuum leak, but I can't find one for the life of me.  The car runs really smooth when the turbo isn't spooling up.  Any ideas at all?  Thanks in advance.

Sounds odd...maybe your wastegate flapper is sticking open?

You can ignore this thread, because I've decided to eff it and throw the IHI back on.  Thanks for looking.

I know you are going a different way. But if you throw the
IHI back on there and it isn't the turbo then you will be very angry. But I will point out that a vac leak is differnt than a boost leak. Bosst leak is a leak under boost. Make sure allyour vac lines, air hoses are tight. ALso make sure your vac lines have clamps or zip ties holding them on. Also you could check to make sure the actuator is holding the wastegate flapper closed tightly. Also head over to turboford and do search on pressure tester or something like that. They show you how to make a boost leak tester to pressurize the intake to find the leaks.

It was definitely just the turbo.  It must've been cracked because it blew oil into my IC and in turn, my intake.  So IHI it is.  Thanks
