I had this problem before. For me it turned out to be the wiper delay box inside the dash above the fuse box. I could also be that the motor is toast.  The eaziest way to find the delay box is to trace the wires from the switch to the box. It really sounds to me like the delay box. In my car they wouldn't park and I only had High speed. They only worked on high if you put it on low or intermitent they stopped. It was really a pain to get them to stop out of my line of sight. I couldn't find that delay box at the part store I got one at the slavage yard.

If you can get someone to fax or email you the evtm wiper circuits you may be able to bypass the circuit. For some reason I remember someone grounding like the wiper motor housing or something. It may have been a different car line but it's worth a try. An evtm would show the exact circuits.

Got a picture of where it's located? Diagram? Part number?
