4.6 running rich...causes?

Hey guys! Today I went and test drove a '94 t-bird with a 4.6 liter v8. This car will possibly replace my broke down '90 sunbird.
This t-bird is running extreamely rich, has a gas smell in engine compartment and fuel splatter out the tail pipes. It seems to idle fine, but wont rev any higher than 3500 rpms. I've yet to check the spark plugs for their shape. I guessed possibly the MAF, or bad O2 sensors, maybe the TPS? This car is in rather nice shape, and the tranny shifts well given the motor's issue, I'd really like to buy it but I want to be able to fix it. Any Ideas people? Thanks!
      It seems that due to the running condition of the motor, it would be actually running lean, due to the lack of rpm capability past 3500rpms. The gas smell is what is making this contradictory to me...well, I guess that could come from the exhaust leak between the manifold and head...

hmm.  94 tbird... may be OBDII  they were fords first vehicle with OBDII.. I've never seen an obdI 4.6 bird.. sooo... test drive the car agian.. to autozone and have them pull codes for you.

Forgive my ignorance, but what is OBDII? A different sort of fuel managment system, like EEC V?

never mind Claude... I just consulted my "how to tune and modify ford fuel injection" book. It seems that OBD 2 is an advanced diagnostic data logging system of some sort...(still reading)

OBD stands for On Board Diagnostics, I and II being revisions respectivly.

Check the fuel pressure regulator, and fuel pressure.
Also have codes pulled at Autozone or some similar place.
Let us know what ya find.
