The decentralized system will not go into effect until September 1, 2007. Prior to that date, the commission shall develop a decentralized emissions inspection program that allows official emissions inspection stations to conduct on-board diagnostic testing on 1996 and newer vehicles.

I'm in MO yes you need your cats on there. Most of the time it really depends on the shop you goto to get it inspected. I say leave it so you shouldn't run into problems at the shop.

why not just slip the inspector $20? Its not any diffrent. Either way you are still breaking the law. They will give you a pay to pass option. here it is like $150. You just throw $150 down twoards getting it fixed once a years, and before you know it it will be working fine.

If your car was equiped  with cats, they they are required by law. Otherwise they wouldn't be there in the first place.

I honestly dont think you could exceed the cost of a new car buy installing new *stock* parts everywhere in your coug our tbird. Its just plain impossible. You could revamp the entire drivetrain/engine/suspenstion and still come out ahead.
