LOL that last pic looks like some of the streets here in Madison. NO JOKE.  We have a couple of potholes/craters/ect that are a good 3 feet deep and about 5-6 feet across. 

And that patchwork looks EXACTLY like it does around here....its BS

That's a shiznitty deal. I'd also have to say that's no shiznit, but the apparent abundance of excrement herein gives lie to that statement.

and...That's a big hole in that pic...in fact..you could say it's one hell of a shiznithole, if in fact, leaky sewer pipes DID cause it..

.... If I loose control of my bike, because I hit a pothole that hasn't been repaired, can the state/county be liable for my injuries and bike repairs?

Would be hard to do i would think. My assumption is that you would have to prove neglect by the state/county to repair the pot hole, and it was in fact the pot hole that caused the accident.

'Round here you'd have to prove that the state/county (or in my case, province) knew about the pothole and that they'd had a reasonable amount of time to repair it or post a warning sign after finding out about it.
