$7 here to do a vin search, get owners last registered address, Then you gotta send notarised letter via courier to address stating you will be taking over ownership of vehicle along with some legal type papers. If the registered owner doesnt sign for the package it is returned to you and you take that in to the DMV along with proof that you have listed it in a newspaper for a week/month or something like that. If nobody comes foreward then you begin the steps to getting paperwork.
Just a few hoops to jump through, its not hard or expensive just time consuming.
Took me a few months to get things straightened out with my Zephyr and I still have to get it inspected and a new VIN attached. And I bought it from the original owner!
