Help Enable 1995 Cougar Safety Belt Light and Chime

Hi,

I recently bought a 1995 Cougar 4.8L with 85,000 miles.  She drives sweet and everything seems to work, except...

I noticed that the instrument cluster SAFETY BELT never lit even when I turned the key to run or start.  Initially I thought it was just a bulb out, but I replaced all the instrument cluster bulbs and the light never, ever turns on.  Then I realized there was no chime, so I thought maybe some procedure had been done by the previous owner to intentionally deactivate the light and chime.

I found some programming procedures online about deactivating and reactivating the "Belt Minder" feature on Ford 97 and newer vehicles.  I tried this and no luck.  Sometimes the steps are said to involve 3 seat belt click/unclicks and sometimes they are said to be 9 click/unclicks.

Anybody able to give me something specific to the 1995 model?  I may order a shop manual in the future, but would really appreciate some good advice to get this working again!
