Looking at the '84 EVTSM the EEC computer is not involved.

Nope, the cruise doesn't use the computer. It does use the VSS signal though, to know what speed to maintain

Like said,, the vss is the issue so make that the one and only problem to solve.
If he is serious,, i can post pics of parts and diagrams ect.

VSS
Id imagine you could examine the VSS i have by going to napa and asking to see an 1990 f150 truck speed sensor with a 302/5speed.  When they pull the part,, it should be the same for a 1990 ford bronco with an e4od auto tranny.  This sensor has both the electrical connection and a socket for the cable.
figure this out and your in like flynn i would say. NO GO

Speed Control Servo
Big round do hicky insidet the driver fender up near the door.  It has vac/mechanical/electrical functions and does hand shaking with the speed control amplifier. CHECK< CAN DO

Speed Control Amplifier
Takes in the VSS signal and does its thing so the gas pedal moves on its own with relation to whats going on with the vac pres and electrical signals from the speed control servo. CHECK
