I think all dealers had to get at least one Value Leader per model year, per model. That explains a lot of the cars with vent windows and crank-up windows: no a/c, hence manual ventilation. I would think the value leader would be a V6 car, as most of the bare bones Cougars/Thunderbirds I've seen have had the 3.8. I have seen a weirdly optioned 87 Cougar LS at the yard that had to have been special ordered. It had no options except a 5.0, premium sound with EQ, and leather. It had manual seats, mirrors, windows, and locks. Weird option combo if you as me. But this was back when you could order a car exactly how you wanted it. I think this stopped in the early 90s.
