What would a stock 84 Cougar LS with 38k original
miles be worth? Leather seats, two tone paint,
original radio and non cracked dash.

5.0 engine.

Mostly garage kept, all service records and sales
receipts.

i'll give you my bird... :D but probably more like 1800 - 2000. (just a guess) My cousin tried to sell a bird like that, with pipes too... he only got 1800. The guy turned around and sold it for 3200 though. so i guess, what people will pay is up to the person buying it.
