About 16 flat.  Might be able to squeeze a high 15 with a perfect launch

Hot Rod ran a 16.46@82.5 in a new '87 Sport Tbird. Other than your '88 XR7 having dual exaust, they are basically the same car.

My 87 cougar xr7 ran 17.56 @79 or80 mph bone stock, granted it was getting tired but I always maintained it well and it ran flawlessly.  That was with the stock 2.73s. A 3.08 car should be better by a tenth or two.
