Does any one know if power seat motors can be swaped from driver side to passenger side or are the motors side specific?

The motors themselfs could be swapped out but the seat track is different. So no you can't make a power passenger seat with a power driver seat.

Would 85 Mark VII seat motors interchange with my 88 Cougars?

I'm pretty sure they will, I know they won't for sure on a Mustang. Just remove the Cougar's seat and track and drop in the Mark's track. If it lines up right then swap tracks on the seat.
