Title: drivers side wiper

i hope this is in the right section  my drivers side wiper arm seems to missing a clip or pin im not sure what but the small arm on the wiper arm seems very loose to me can someone tell me whats missing thanks woops it would help to tell you its an 83 cougar

Its correct.There is a clip on the inside where the motor attaches to the arms but the outer is splined on and the little arm just sits there.Its kind of a dumb set up but it wont come off since it just sits there.Plus is just acts as a balance.

Loose where the main arm that goes to the blade pivots, or loose where it's splined onto the shaft?

Or do you mean the "auxiliary arm" (the skinny one that makes the blade change angle as it comes up)?  That one is attached to the pivoting blade-holder / bellcrank-sorta-thingy up at the tip (not too tight or it might bind) and just kind of sits on the pin down at the body end; no clip. The little hole and the pin will eventually wear a bit, and the arm may rattle. No big deal.
