I know I am new here and all but could someone explain what this means?I did a search and nothing came up or maybe I could have mis-spelled something about it.

It's a mostly worthless feature. The original intent of such a feature being a forum-user-policed rating system to weed out the bad posters from the good ones.. but usually ends up a weak form of retaliation for disagreements. Here on this forum, it's based firstly on post count, secondly on other people voting on your posts. (on other boards it doesn't involve post count) I would tend to think it's completely discredited since I have a higher rep than at least half the people on the board, just because I've posted more frequently. I wouldn't really worry about it, though. It's just forum-fluff.
I rarely see rating systems do much good, but I have seen them do some harm.. some boards you get a star rating on each post.. and people will absolutely FLIP OUT if they get a low rating on some post they thought was all righteous and what not. They generally take out their anger through the ensuing posts as if it meant something. (I generally laugh at it, personally.. I tend to think of it as, "You couldn't attack me any other way, so you did some anonymous little one-star/negative rating on me.. and will probably whine and cry about evil people like me in your blog later on" which gives me a good laugh)
EDIT: I sometimes include a line like I have at the bottom of my sig for additional laughs. I can just picture some malcontent saying to themselves: "I really wanna vote him negatively.. but here he's asking for people to do it.. so by doing something negative to him, I'm actually doing what he wants and OH MY GAWD.." *head explodes*
