For your 1990 MERCURY COUGAR: firing order 1-4-2-5-3-6
from front of vehicle- 1 2 3
                              4 5 6
distributer rotates counterclockwise.

I had a problem with mine that sounds similar to this... I do not know how the cap and rotor are setup on yours. I know they are different between 83 and 88. So this might not be of help. But I had the rotor in backwards or upsidedown, I forget now, but mine wouldn't start (go figure  :hick: ). So my guess is it is probably just something little like that, double check back over it all.
