Aside from finding them in a junkyard, is there any company that makes replacement quarter panels for an 88 Cougar.

Nope. Used/junkyard or NOS are your only options. Otherwise you have to make patch panels from sheet metal.

New Old Stock, an old part that has never been used.

Show me a pic of exactly what you need, I may have something. I'd have to go look, it's been a couple of years, may be rusty by now..
