It's missing the spring on the emergency brake lever.
Edit - I just read the label attached that the old spring needs to be transferred over. Weird. I have never gotten a rebuild without the spring.

Yes. I know, not how you normally buy them but it's what was with the car. Figured maybe someone could use them in a pinch just to get a car going... weird things happen sometimes and you just need 1/2 of something....

I understand that, I boxes of 1/2s all over the place. this time I needed a full set,lol
