As a FYI: the opening on the stock Explorer GT40 upper is 68mm-70mm depending on how it was finished. I've measured 4 of them and one was 68mm, two were 69mm, and one was 70mm. All of them were off 96-97 Explorers. I have the one with a 70mm opening on my Thunderbird right now as I'm running a 70mm TB. You can open them up easy but since I had 4 laying around it was easier to just use the one with the correct opening.

check yours again,,
i was measureing about 1'' or so up inside the bore,, not the actual end of the bore.
i noticed the bore on the end where the spacer mounts kinda tapers inward a little.

I measured mine at the end of the bore. I wanted it to be the same size as the throttle body/EGR spacer. It may be bigger past the end of the bore. I do have another upper sitting in the garage I can measure. It does look slightly larger beyond the . The most important thing is that the end of the bore is the same size as the throttle body/EGR spacer and not smaller.
