The 15" ten-hole aluminum wheels are generally referred to as "Phone Dial" wheels, not these 14" wheels.

These eight-hole 14" aluminum wheels were never a factory installed Cougar wheel. They were the standard Thunderbird Turbo Coupe wheel for 1983 & 1984. In 1985 when the Turbo Coupe went to the 10-hole 15" wheel, these became the aluminum wheel option for non Turbo-Coupe Thunderbirds from 1985-88.
