Illegal to vent refrigerant into the atmosphere.  Not illegal for do-it-yourselfer to add refrigerant to vehicle.  Must have Section 609 Certification for Recovery and Recycling of Refrigerant to purchase R12 from retail business. Can be obtained for $20 and pass on-line test at http://macsworldwide.wordpress.com/
