Title: Need Help Wipers and HVAC 20th anniversary cougar

Quite often the windshield wipers will not seat into their off position, the switch will be off but it will make a buzzing noise and wipers will not go down. Have to play with the switch and run the wipers tons of times before they will seat. Also was wondering if the 20th anniversary cougar has a cabin air filter. i have very poor airflow coming out of the vents. any help would be greatly appreciated.

No cabin air filter.

Check inside blower housing under the dash for mouse nest blocking airflow

Wipers,
check mounting bolts up front for the motor, then move on to the switch itself or the governer.
