The problem I have is that the fuel pump will not start and I hope you have the answers I need.
The problem is common in the mercury cougar?
Where is the fuse for the fuel pump?

The relay for the fuel pump is in the trunk, up in the passenger side hanging all by itself. The pump is in the trunk. Not really hard to swap, but time consuming and awkward, especially if you have a full tank of gas.....could be the relay, the pump, ignition switch (not the tumbler that the key goes in, but the switch itself).
By the way, welcome to the forum.
There's also a reset switch in the trunk, sometimes if you jar the car hard enough, it will trip it. It's behind the covering on the rear bulkhead, directly opposite of the tail lights. Open the trunk, reach straight down, gently pull the carpeting/covering back a few inches, and push it down. It's easy to tell if it's been tripped.
If it's not that, then it's a bit more involved.
Do you hear any clicking, humming, or buzzing sounds from the fuel tank area?
The problem is that the fuel pump no soundz
also has a t-bird 1984 and merkur xr4ti.
I checked the fuse relay for the fuel pump and not burnt, replace with one that is good and the pump does not work.
are you aware of fuel pump failures.

There's a method to test for voltage at the fuel pump, but I'm not savvy on it.
I'm sure someone will chime in on what wire(s) to probe to test for voltage with key on...I'll look in my '88 Tbird EVTM and see if I can find a ball park wire color for you to check..
At the fuel pump relay:
The yellow wire should always have 12 volts.
The red wire should have 12 volts with the ignition switch on.
The pink/black wire should have 12 volts when the relay is picked.
The electronic control provides the ground to pick the relay, but it only picks it for 2 seconds when you turn the ignition switch to run.
To keep the relay picked continuously so you can trouble shoot, ground the fuel pump test pin at the self test connector.
where is the fuel pump in the cougar?
because the merkur and the t-bird was external pump and check if this had the 12v required to operate was relatively easy.
But the cougar and not able to find their physical location.
The pump is in the fuel tank, you must drop the tank to change the pump.

Your 84 T-Bird has two fuel pumps. One in the tank and one near the fuel filter in front of the right rear wheel.
T-bird I have it disassembled parts and so I just deal with an external pump. I did not find any bomb in the tank of gasoline.
it found 2 fuse fuel pump relay from the first near the ECU and the second in the rear of the car.
the model was a 2.3 turbo. which buy for parts for MERKUR XR4TI.

It's behind the dash, on the passenger side. Open your glovebox, squeeze the tabs on either side in, and let it hang straight down. It's a bit difficult to reach, but if you're nimble and limber you can.
If it's not a relay, it might be a bad ground...

Friends, I can tell I've done some testing to Cougar. specifically to the fuel system (ECC Power Relay, Fuel Pump Relay, Inertya Swich and fuel pump.)
When testing the fuel pump independently, I found that this was defective and was replaced by a new one.
The relay swich are good and the inertia works.
But here's the problem. Only reach 5 volts to the fuel pump and it needs 12 to run.
The ignition module works, but not the injectors.
The yellow board "check" will not start.
Are any of you can guide me?
I think it can be a ground resistance or burned off.
any of you can tell me how to test the bridge connector on the self test?

Yesterday I make a KOEO test at my mercury cougar, and this are the result:
15-code: EEC permanent Read Only Memory (ROM) test failed. and / or battery powered EEC Keep Alive Memory (KAM) test failed.
I Decided today to test the voltage and ground conenector ECU Pin Outs "ECC-IV EFI-TC," And This are the result:

the keep alive memory, code 15 will set after the battery has been disconnected, if it's there and battery has remained connected there is a wiring issue or problem in the EEC... I've never seen a code 15 prevent engine from running...
You mentioned mass air, there is no mass air on a 3.8 through 1988...
If the fuel pump pin on the EEC test plug is grounded the pump should run, if not you have a relay, wiring or maybe fuse link problem...
Does the car have spark from the coil??? If not it has no iginition pulse and the EEC will not activate the fuel pump relay...

the fuel system in the plug and was positive.
I used snips to make an access pannel in my trunk so my fuel pump can be swapped in 10 minutes without removing the tank. Works great. I was able to change the pump in the parkinkg lot at work one time when it went bad, with minimal tools.
