Title: car wants to die and sometims does

My friend has an 88 turbocoupe and when he starts it up cold(only happens when its cold) the RPMS go from 1200rpm to around 300 and sometimes it just dies. We checked out the idle control and its clean, checked for vacuum leaks and couldnt find any. Any ideas on what it could be?
