foam must be durable enough to lift out as it will be stacked atop another layer of foam with tools.

9 layers would of 15''x18'' would be pretty expensive. Ive been trolling some foam sites, now that i have a little bit of time.

seems like the stuff i remember in the navy,, closed cell black foam that we had to paint on top with red then cut 1/4'' or so to lay the tool in.
