Title: 1982 high tech electronic fuel gauge

as you see . I have the high tech:crazy: electronic fuel gauge and speed O meter.
 when I first got this blue 82 cougar barn fine.

 the gas gauge showed 3/4 full. after I found the tank to be bad. installed a used replacement. the gauge work at first  with the replacement tank but now it show  nothing but the the little gas pump thingy keeps flashing. I know,i have about 15 gallons, so I don't want to drop the tank. I got a hole in the trunk floor, so I can test the sender unit  with the tank still in car.
1- I was wonder how you test the electronic fuel gauge  while it still in the dash, to see if it bad?
2-can i switch this instrument cluster  from a non electronic one, with out act of congress?
3- what have any of you done to fix this 1982 high tech  cluster?
