A certain point in the volume , the static/interference cuts in briefly and very loud.
Is there a way to take these apart and clean it? What is the fix?

Until you get time to actually fix it, turning it up and down really fast many times does the trick for the day. I've been doing that for years. :hick:
If it's what I think it is, I would say there is corrosion and/or dirt on the contacts inside the volume , which is basically a potentiometer. I go through this same problem with all of my electric guitars and amplifiers, which lead a hard life of fluctuating ambient temperatures and humidity, which may lead to increased corrosion and grime inside the switches.
You can buy a can of electronic cleaner spray, labeled 'CRC QD Electronic Cleaner' in some parts stores, and blast out the pots while working the back and forth through its full range of motion. This technique has a brushing effect on the contacts while the spray dissolves all the poo to enhance conductivity.
While this method usually works very well and can make old audio equipment feel new again, you have to tear it all apart; meaning, you can't spray the cleaner into any of the potentiometers from the front or outside of the unit. There is an access point in the casing on each individual switch, but you have to tear the unit apart to get access.
I guess it depends on how badly you want the ' noise' to go away.

I have some elec contact cleaner. Take the radio out and remove the metal case?
I once removed the front plate on a Ford radio to replace the light bulb for the LCD, but I can't remember if it gave me clear access to the controls. Try that first, then you may have to crack the case apart to get better access.
EDIT: Just to make sure, this is a stock, Ford radio we're talking about here, right?
