Title: A/C-Heat vent controls

So if one were to have a cougar with HVAC that only blows out of the defrost vents on any setting, what would one do or replace?

You are not getting vacuum to the dash selector switch. 

On the vacuum tree on the firewall on the driver side there is a line that runs across to the passenger side to a vacuum check valve with three hoses.  One is source, one goes to the inner fender for the vacuum reservoir and one goes into the firewall through the hole for the heater core/evaporator core. 

Start there.

Oh they all had "HVAC" ;)  There is a manual and electronic version.
