you would pretty much need to bring it to an alighnment shop.

If you just want to straighten the wheel and believe the alignment is correct shorten the driver tie rod adjustment and lengthen the passenger side equally in small amounts until it points straight.
That's opposite of what he needs to do (he needs to lengthen the driver side and shorten the passenger side)......but yes that will work.
How about going to the input shaft on the rack, loosening the pinch bolt, sliding off the coupling and rotating it a few teeth to your preferred direction... although it has been a few years since I swapped the rack.

You can't do that it has a flat spot master spline that it has to go on.
