Title: Help Mounting Fog Lights

I purchased a stock set of marchal fog lights for my car.  I have the fog brackets and the TC bumper, and ground effects over that.

The fogs came from Vinnietbird.  So you know that they are quality and for this type of car.  The fogs included the silver metal round thing, a nut, and a lock type washer.  I am not sure what type of car the fog brackets came off of.... I think a mustang.  They are identical to what I have seen other people using on their cat or bird.

When I mount the fogs and tighten them up, they point very downward.  Very ugly.  I have tried holding them in place and then tightening, but they still point down.  The round silver thing has grooves in it, and I assume that the fog mounting bracket thing goes into that.  All seems lined up.... still pointing down.  I tried a couple of washers between the silver round thing, and the fog brackets... put the bolt threw the hole, tightened it... and while it helped a little bit, not much.  So I went to 3 washers.  No dice.  Do I need to bend the fog bracket where the fog mounting equipment goes through the hole? 

Am I missing something here?  I have looked at many pictures here, on coolcats, and on cardomain.... and mine do not even look close to being straight.  I'm not the most technical person in the world, but this seems so straight forward that I would think my wife could do it.
