I have an 82 Cougar with a 5.0, and once I get going, it revs real high and I can't get it lower it unless I shut it off for awhile, and is a big problem in winter conditions. I replaced the coolant temperature sensor, but that didn't help. Thanks for any input on this. Happy Holidays!
Is this a carb or EEC III CFI?

Does it stay on the high step of the fast idle cam?
If so, check for vacuum to the kick down diaphragm.
Check for 7 volts on the wire to the (choke) thermostat when the engine is running.
