Check all of the hoses.
There is a hose that leads from the compressor housing to the two-way port on the intercooler (I think that's where it goes). Check the hose for dry rot or any kind of cracks.
There should be another hose that leads from the vacuum tee to a grommet on the firewall. The hose may or may not have a red line on it.
That hose will eventually find its way into the back of the cluster.
There must be a break somewhere. Either that, or the gauge is broken.
Does it make boost?

Her turbocoupe looks nice i wish i knew anything about 2.3L SVO turbo cars.

If the car's been tampered with (which, no offense, it looks like it has) or taken apart, it's likely that the hose just didn't get reconnected upon assembly.  Pull the cluster and see if the hose is connected in the back.

If it idles okay, then you probably have a plugged hose or maybe a bad gauge.  If it isn't running correctly, then you might have a leak somewhere.  The first place to look is the hose that connects to the boost gauge.
