Title: Having trouble with my c4

I rebuilt my c4 tranny and Im having trouble with it it will not go into 3rd until 90mph. Another thing if i leave it in drive it will not go into second gear unless i manually shift it what could it be?

is the vaccuum modual hooked up?

Yes it is and its a new unit.
