I just put a T3 on my '87 Turbo Coupe... It spools up to 6psi and then drops off to 0psi, almost like the computer is shutting it down... Do I need a computer from an '83-'86 or is there another issue?
Sounds like another issue. Does the car stutter when the boost falls off and/or make any weird noises?
The car continues to pull all the way through the gear without stuttering or regaining boost, however whenever I lift (shift) it's like the turbo resets because then it spools up again. If I accelerate slower I can get it to 8 or 9psi.
Weird. Sounds like there could be something wrong with your wastegate actuator.
I did rotate the compressor housing to use my top mount intercooler, but I kept the wastegate in the same place within an inch or less.

The computer has nothing to do with it....
It's either the WGA or some other leak of some sort.
When the turbo was off, I noticed it was slightly difficult to pull the shaft out of the wastegate manually. Should this be very easy?
No, it should be difficult to pull out. There might be a leak in the diaphragm in your actuator though.

I do have a pretty good exhaust leak at the downpipe/turbo elbow... could this effect it at all, i.e. a lack of back pressure?
No, that won't change anything. I'd check out the wastegate (make sure it's closed all the way).
We covered this before...no...no effect.
Fix the WGA adjustment.
Just ordered a spankin' new Turbonetics Wastegate... I'll let you guys know the result.
A lack of back pressure would help the turbo before it hurt it.
