Title: How closed should the choke be?

Stupid question maybe but bare with me, I'm largely self educated on this stuff.  I'm messing with my choke and I'm not entirely sure how far open to set it initially.  The manual says "just beginning to open".  I'd take that to be the point just before it actually moves.  On the other hand my old Motorcraft carb came set with the choke open a little at startup.  Is the throat supposed to be completely closed or should it be cracked open like a quarter of an inch?  I do know the fast idle cam doesn't really want to engage unless the choke is closed all the way.
