I am looking for the blower motor controler/resistor for 85-88 cougar. This is for a car with the automatic climate control, so the part is different than cars with manual control.

The resitor SHOULD be the same.

I can buy the normal resistor for $30.... the atc one is $220!!

You are correct. It IS different. At that price I hope I never have to swap one out. I'm guessing no luck at a junkyard, huh?
